  • Adds an xfail test demonstrating a failure of DatetimeIndex.union across a DST boundary in US/Eastern (spring-forward 2021-03-14).
  • The union should preserve timezone and include only valid local times without introducing the nonexistent 02:00 hour or duplicates.
  • This tests-only PR documents the issue. A follow-up PR can implement the minimal fix.
